New Telecommunication Allowance Program
Effective May 3rd, 2010, Texas Tech will no longer provide Electronic Communication Resources (ECR) to employees. An ECR is defined as Cell Phones, PDAs, Smartphones and Wireless Cards. However, a Telecommunication Allowance program is being implemented which will allow departments to provide employees, who are deemed to have a business need, a supplement that will help offset the business use of their personal ECR. This change is being made to enable Texas Tech to be in better compliance with the Internal Revenue Code (IRC) Sec. 274(d)(4), 280F and related Treasury Regulation substantiation rules. This will reduce the tax liability to Texas Tech and potential for fines like those recently levied on other universities with ECR programs similar to our existing policy.

Effective January 4th, 2010 requests for new activations of ECR will be fulfilled according to the new Telecommunication Allowance program. Employees that currently have a university provided ECR, which do not meet the exception criteria, will be transitioned to the EA Program during the period of January 4th through April 30th 2010. During the transition window Communication Services will contact departments individually with their transition schedule. Communication Services will provide the responsible financial manager with a list of university provided ECR for their area(s), including those assigned to employees. The financial manager needs to determine the ECR needs for their area(s) and the eligibility of employee for the Telecommunication Allowance program.
